6/19/06 Request for Proposals issued for Phase III Tangerine Avenue
Community Redevelopment Area Southeast corner site
The City of St. Petersburg invites developers, end-users and
interested parties to submit a plan to purchase and develop approximately
3.6 acres of ROR-1 (Residential Office Retail) zoned real estate with
retail stores and accessory uses.
The Tangerine Avenue Community Redevelopment Area
("TACRA") is located at the intersection of Tangerine Avenue (18th Avenue South) and 22nd Street South. TACRA is the key component of the City's Midtown
economic initiative to re-energize economic opportunity in the community through
the inclusion and encouragement of diverse ownership and participation in
the development activities. Phase I of the project, the northeast
quadrant, contained approximately 3.6 acres. A new SweetBay grocery store is
currently operating at that location, as well as additional retail stores. Phase
II, which is south of 18th Avenue South and west of 22nd Street South, is
being developed as a full-service SunTrust Branch Bank and offices.
Phase III is the subject of this Request for Proposal
(RFP). It is in the southeast quadrant of TACRA and contains approximately
3.6 acres. The intended guide for redevelopment of the area is the
Tangerine Avenue Community Redevelopment Plan, as amended,
("Plan"). The goal for redevelopment is to produce uses that
will create a positive economic benefit for the community. With a location
that is central to the Midtown area, redevelopment will provide job
opportunities, needed retail services for area residents, and enhance the
community's tax base and appearance.
This redevelopment area has several attributes which
qualify it as a likely retail/mixed use node. The intersection is a
traditional commercial corridor in the heart of Midtown with good transportation
linkages into the community. The area is prime for redevelopment and would
serve as an anchor to the southern end of the 22nd Street South corridor
which is experiencing a transformation after implementation of
redevelopment efforts. Several major public and private projects have
energized the 22nd Street corridor and, thereby, improve the prospects for
success of the Plan.
