Adopts New Small Business Enterprise (SBE) Ordinance
On September 21, 2006, the City
of St. Petersburg City Council repealed the City’s Small and Disadvantaged
Business Enterprise (SDBE) Ordinance and adopted a new Small Business
Enterprise (SBE) Ordinance.
The revision provides a more
effective ordinance which will foster growth in the economy and provide
opportunities to small businesses by providing them a chance to gain the
experience, knowledge, and resources necessary to navigate governmental and
private procurement arenas.
Under the new ordinance, an SBE
is an independently owned, operated, and controlled business not dominant
in its field of operation, must have been in operation for at least one (1)
year, and must serve a commercially useful function. The business must
meet criteria established by the Person Officially Designated (POD) and be
certified pursuant to the SBE certification program.
The business must:

Provide
proof of being in business for a year through Articles of Incorporation,
Income Tax Returns, Occupational Tax Certificate, etc.

Employ a
number of workers not to exceed twenty-five (25), and the annual sales
volume averaged over the previous three (3) years shall not exceed:

Supplies: $3,000,000
§
Construction:
$5,000,000
·
Have a
physical business address within Pinellas, Hillsborough, Pasco, Manatee, or
Polk County. A post office box is not accepted as a business address.

Be domiciled
and have a current occupational/tax license issued by the
municipality/County in which the business is domiciled.
·
Be certified
by the Business Assistance Division.
The City currently seeks SBEs
from the five counties above to obtain certification with the City of St. Petersburg. For details on the benefits of the SBE program, please contact Claude
